The US State Department has approved a potential $620m foreign military sale of the Naval Strike Missile (NSM) Coastal Defense System and associated equipment to Bulgaria.
The Bulgarian government seeks to acquire an NSM Coastal Defense System that includes three Link-16 Multifunctional Information Distribution System – Joint Tactical Radio Systems.

The sale package also includes non-major defence equipment such as tactical and inert naval strike missiles, telemetered and operational NSM missiles, mobile fire control centres, mobile missile launch vehicles, transport loading vehicles, a NavStrike-M global positioning system receiver, operator training consoles and simple key loaders.
Additional support elements such as technical publications, training materials, software support, spare parts and integration services are also part of the deal.
Kongsberg Defence and Aerospace of Norway has been identified as the principal contractor.
The Defense Security Cooperation Agency (DSCA) has notified Congress about the possible sale.

By GlobalDataDSCA stated: “This proposed sale will support the foreign policy and national security objectives of the United States by helping to improve the security of a NATO [North Atlantic Treaty Organization] ally that is an important force for political and economic stability in Europe.
“The proposed sale will support its goal of improving national and territorial defence as well as interoperability with US and NATO forces.”
The sale bolsters Bulgaria’s defence capabilities against current and future threats, enabling it to deter adversaries and contribute to NATO missions.
There are no known offset agreements currently linked to this sale. Any such agreements would be determined during negotiations between Bulgaria and the contractor.
The implementation process will necessitate temporary assignments for US government and contractor representatives in Bulgaria for up to five years.
As per a GlobalData report, Bulgaria allocated $2.1bn to its defence budget in 2024.
The nation’s defence spending is projected to expand at a compound annual growth rate exceeding 10% from 2025 to 2029.
