CoAspire has been selected by the US Navy to deliver its Rapidly Adaptable Affordable Cruise Missile-Extended Range (RAACM-ER) Ground-Launched variant as part of the service’s new Coalition Heterogenous Affordable Offensive Strike (CHAOS) programme.
The contract is valued at $70m under a Prototype Other Transaction Agreement (OTA) with CMG Networks on behalf of Naval Aviation Systems Consortium. It tasks CoAspire with designing, building, testing, and providing a ground-launched, mid-range cruise missile to the Navy’s Programme Acquisition Executive for Munitions and its programme office, PMX-201.

The CHAOS programme is intended to equip US allies and coalition partners, via Foreign Military Sales, with a cost-effective maritime strike weapon capable of engaging both land-based and moving maritime targets.
According to CoAspire, its RAACM-ER Ground-Launched system combines the missile with a booster and launcher tailored for CHAOS, offering an affordable solution that can be produced rapidly and at scale.
CoAspire highlighted the use of additive manufacturing for the RAACM-ER, which, the company stated, allows for quick modifications, maximised payload, and reduced production costs through less re-tooling and manual labour.
This approach also supports the rapid development of new variants, with timelines of months rather than years, according to the company.
The RAACM-ER Ground-Launched configuration is adapted to CHAOS requirements and is described as comparable to the RAACM-ER GHOST variant currently used in other US defence programmes, such as the Low-Cost Containerized Munition (LCCM) initiative.
CoAspire was included in a framework agreement for the LCCM programme in May 2026.

This latest US Navy contract follows CoAspire’s recent inclusion in a framework agreement for the US Air Force’s (USAF) Family of Affordable Mass Missiles (FAMM) programme.
In late 2025, the USAF selected the RAACM missile under a developmental OTA, with plans for integration and flight testing on its platforms.
The RAACM missile family includes variants designed for air, surface, and ground launch, while both the baseline RAACM and the extended-range RAACM-ER are made available to all eligible US services and allied partners, subject to Department of War and State Department approvals.
