Ukraine launched the construction of the Slava Class Admiral Lobov cruiser in 1984 at the Nikolayev shipyard, but it stalled during its final stage in the late 1980s due to military budget cuts, according to Rianovosti.
Yanukovych said the cruiser was 95% complete but could not be finished without Russia’s help.
Around $30m is required to finish construction of the ship, according to the reports.
Slava Class cruisers carry 16 SS-N-12 Sandbox nuclear-capable supersonic anti-ship missiles and are specifically designed for anti-aircraft and anti-submarine warfare.
