The US Navy has awarded a $500m design contract for the modernisation of its shipyards in Hawaii and Washington.

Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) and Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) are the shipyards.

The five-year contract has been awarded by the Naval Facilities Engineering Systems Command (NAVFAC) as part of the Shipyard Infrastructure Optimization Program (SIOP).

WSM Pacific SIOP, a joint venture (JV) based in Honolulu, secured the indefinite-delivery/indefinite-quantity (IDIQ) architect-engineer contract.

The JV will support construction, repair, and alteration projects at both shipyards under the SIOP programme.

SIOP is a joint effort between Naval Sea Systems Command (NAVSEA), Naval Facilities Engineering Systems Command (NAVFAC), and Navy Installations Command (NIC) to modernise four public naval shipyards to support the combat readiness of the navy.

SIOP programme manager captain Warren LeBeau said: “To create the public shipyards that our nation needs requires investments to improve their capacity and capability.

“This contract directly supports the vital roles that Pearl Harbor Naval Shipyard and Puget Sound Naval Shipyard have in terms of our national defence by executing maintenance and modernisation on submarines and aircraft carriers to provide combat-ready ships to the fleet.”

Repairing and modernising dry docks, restoring shipyard facilities and replacing aging and deteriorating capital equipment are some of the works included in the SIOP programme.

NAVFAC Pacific commander rear admiral Dean VanderLey said: “The award of this contract provides NAVFAC with the capacity and capability to plan and execute critical NAVSEA and CNIC projects at Pearl Harbor Naval Shipyard and Puget Sound Naval Shipyard to meet urgent fleet readiness needs.”

In June 2018, NAVSEA established SIOP Program Office, PMS-555, to coordinate the plan to recapitalise the shipyards.

The command started work on the $21bn SIOP project to modernise four public naval shipyards in April 2019.

The four US Navy public shipyards to receive the upgrades are Norfolk Naval Shipyard in Virginia, Portsmouth Naval Shipyard in Maine, Puget Sound Naval Shipyard and Intermediate Maintenance Facility in Washington, and Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility in Hawaii.
