Sweden and Poland have entered into a memorandum of understanding (MoU) to advance cooperation on submarine procurement.

This follows Poland’s selection of Sweden’s Saab A26 Blekinge-class submarines for its Orka programme late in November 2025.

The MoU, signed by the Swedish Defence Minister Pål Jonson and Polish Deputy Prime Minister and National Defence Minister Władysław Kosiniak-Kamysz, establishes a formal basis for further negotiations between the two governments.

Both nations see this agreement as an opportunity to increase their joint efforts in maintaining security in the Baltic Sea region.

Minister Jonson said: “Today we took an important step towards a Swedish-Polish submarine deal. Together, Sweden and Poland have the tools to substantially bolster security in the Baltic Sea region, and we value our close cooperation with Poland.”

The Swedish proposal includes options for joint work with Polish industry and the transfer of technical expertise, aiming to create a strategic partnership between the two countries.

Poland initiated the Orka programme in 2014 to modernise its submarine fleet, introducing revised requirements in May 2023.

Sweden’s bid succeeded over proposals from Germany’s ThyssenKrupp Marine Systems, France’s Naval Group, Italy’s Fincantieri, South Korea’s Hanwha Ocean, and Spain’s Navantia.

According to Reuters, Poland plans to acquire three submarines through the Orka programme.

Once finalised, a contract would represent one of Sweden’s largest naval export deals and is expected to strengthen defence ties between Sweden and Poland.

As of September 2024, Poland operated a single 1980s-era Russian-origin Kilo-class SSK.

In November 2024, reports indicated that South Korea had offered to transfer the decommissioned ROKS Jang Bogo submarine to Poland at no cost after its retirement.
