The US Navy’s Assistant Secretary of the Navy for Research, Development and Acquisition (ASN RDA) has given approval for a $400m ceiling increase for Information Warfare Research Project (IWRP) of Naval Information Warfare Systems Command (NAVWAR).

ASN RDA James Geurts also approved a two-year period of performance extension for the project.

Established in October 2018, IWRP uses an Other Transaction Authority (OTA), an alternative acquisition method, to streamline the acquisition process.

This also aids in the faster development of prototypes and provides technologies to the fleet.

IWRP is overseen by Advanced Technology International (ATI) and employs a consortium-based approach.

When it was launched, IWRP was given a $100m ceiling and a performance period valid until the summer of next year.

In June, the team set aside 100% of the ceiling.

IWRP agreements officer and NIWC Atlantic non-FAR agreements lead Lisa Rosenbaum said: “The fact that we expended the ceiling well within the period of performance really illustrates the demand and interest from industry and the government for agile acquisition.”

NIWC Atlantic IWRP programme manager Jee Youn Fickling said: “As interest increases to do more prototyping in order to keep up with the pace of technology, IWRP OTA offers the flexibility and speed within 14 technology areas.

“The growth in interest from IWRP users across many navy and Marine Corps commands and programme offices and the growth in the size of the consortium speaks volumes to the need to quickly make awards for prototypes.”

The latest increase onto the IWRP base will now take the programme to a $500m ceiling and a five-year PoP in total.

In January last year, the US Space and Naval Warfare Systems Command (SPAWAR) Systems Center (SSC) Atlantic awarded a prototype project to Advanced Technology International (ATI) for IWRP.
