The Naval Information Warfare Systems Command (NAVWAR) Fleet Readiness Directorate (FRD) has introduced a virtual data repository, Fusion Cell, in response to Covid-19.

This repository will integrate multiple data sources, provide actionable information for better agility and improved decision-making across the command.

The Fusion Cell tool was developed by FRD in a bid to acquire, fuse, interpret and distribute information about the personnel, resources and other aspects of NAVWAR that are impacted by the pandemic.

This will ensure proactive planning and help in maintaining fleet readiness around the globe.

A few of the challenges faced by NAVWAR due to Covid-19 include travel restrictions, safety requirements, and health standards that were implemented to reduce the spread of the virus.

These restrictions reduce the capabilities of the command to carry out installations and modernisations in person on navy ships.

The command is using the Fusion Cell to come up with calculated insights and solve complex problems that will adhere to the requirements of emergent warfighting while ensuring that the personnel are safe and secure.

FRD executive director Mike Spencer said: “The Fusion Cell provides real-time situational awareness to ensure the command is able to keep pace with the rapidly changing environment while remaining mission focused on installing, supporting, and modernising the navy’s command, control, communications, computers and intelligence systems to ensure the fleet remains prepared to meet all mission requirements no matter the challenge.”

The tool is currently tracking in-service engineering agents (ISEA) who are deployed across the world to support ship and shore installations.

With Fusion Cell, NAVWAR can ensure that there is no lag in fleet services by decreasing the number of ISEA members who are deployed to only essential personnel.

FRD technical director Nick Freije said: “The Fusion Cell provides us with a significant tactical advantage, enabling a competitive edge as the world around us continues to change and our adversaries pick up speed.”

In December last year, NAVWAR awarded KBR US Government Solutions a position on the Shore Global C4ISR Installations indefinite-delivery/indefinite-quantity (IDIQ) contract.
